How the Territorial Joint Committee (CPT) Works
The Territorial Joint Committee (CPT) operates free of charge as a support body for construction companies with the aim of promoting and spreading a culture of health and safety on temporary and mobile construction sites. Its activity is based on a preventive, collaborative and non-inspection-based approach, designed to support companies in identifying and managing workplace risks.
In order to improve the service and increase its effectiveness, the Construction Training Body promotes voluntary requests by companies, allowing the booking of site visits by 31 March 2026.
All companies that book by this date will be offered, free of charge, the opportunity to attend one equipment refresher course for one worker, to be chosen from: Aerial Platforms, Forklift Trucks, Merlo/Manitou, Truck-Mounted Crane, Tower Crane, Excavator, Loader, Backhoe Loader or Mobile Crane.
The CPT visit may also contribute to earning 2 additional credits for the points-based licence, provided the activity is completed with a positive outcome.
The CPT relies on highly qualified technicians with specific expertise in workplace safety, who carry out two free technical assistance visits directly on site. These visits take place in the presence of the site manager and involve analysing the main operational activities, with particular attention to the health and safety conditions of workers.
During the inspection, the CPT technician identifies any critical issues and provides technical, organisational and procedural guidance and suggestions aimed at eliminating or reducing the risks identified.
The visits have no inspection or sanctioning purpose, but are purely consultative and supportive to the company.
Visits can be requested at any stage of the construction site, making them a flexible and practical prevention tool. Activating the service is simple: just fill in the online request form. The service is completely free of charge and is reserved for companies fully compliant with the Piacenza Construction Workers’ Fund (Cassa Edile di Piacenza).
After the first visit, the CPT technician prepares a summary report outlining the aspects that can be improved. At the same time, a site status evaluation sign is issued, which the company must display on the external fencing.
If the site evaluation is positive (three helmets), the process ends with the first visit. If safety conditions are not fully satisfactory, a second follow-up visit is scheduled to assess the implementation of the recommendations and the overall improvement in safety conditions.
Through this operating method, the CPT confirms itself as a qualified partner for companies, capable of promoting the continuous improvement of safety levels on construction sites, reducing risks and helping to protect workers.
At the Piacenza Construction School, the Training Desk is available free of charge, with the aim of offering companies an informational interview to analyse the company’s training quality in relation to mandatory and non-mandatory certificates.
The desk also makes it possible to create an ALERT system in case of training expiry dates or when relevant new training requirements arise, as well as to collect useful suggestions on course requests and delivery methods.
The aim of the Construction School is to be at the service of companies, while at the same time ensuring – through the correct application of safety regulations – the health and safety of workers.
The addition of this service represents practical support for companies.
